What is TOIP?
The Traffic Offender Intervention Program (TOIP) is a local court-based initiative designed for individuals who have pleaded guilty to, or been found guilty of, a traffic offence.
The primary goal of the program is to equip offenders with the knowledge and skills needed to cultivate positive attitude towards driving and adopt safer driving behaviours. Through education and intervention, TOIP aims to reduce recidivism and enhance overall road safety.
Program Structure
The Road Sense TOIP consists of 10 educational modules covering various aspects of road safety, the legal consequences of traffic offences, and the impact of dangerous driving on victims and the community. Our program is interactive and incorporates group discussions led by experienced facilitators.

Who Can Participate in TOIP
The Traffic Offender Intervention Program (TOIP) is designed for drivers who have been referred to the program due to a court-related matter or by Roads and Maritime Services (RMS).
The program aims to equip offenders with the knowledge and skills needed to foster positive driving attitudes and adopt safer driving behaviours. Participants can be referred to TOIP by a court, a lawyer, or they can self-refer. Additionally, a Driver Education Course (DEC) is a similar referral program from RMS that follows the same format and delivery as TOIP.

Please note if you are an RMS/ITOP referral, additional costs for certificate postage will be incurred for online/zoom program completion.
TOIP has been developed to promote further understanding of road safety and the potential consequences of risky driving behaviour. It provides you with the information and skills necessary to develop safe driving attitudes and behaviours.
We cannot guarantee you a lesser sentence because you complete our drivers’ offender course.
There are there are many variables that can affect your sentence:
- Your driving history
- The circumstances surrounding your offence
- Your attitude towards the police/law enforcement
- How you act at Court
- What you have learnt from your experiences and from completing TOIP
- Your lawyer
- A Magistrate will take these factors and others into consideration at the time of handing down their sentence. It is only the Magistrate that can determine your sentence.
However, there are things that you can do to help your case, and in addition to completing TOIP, having a great lawyer is a good place to start. You need to be open and honest with them about everything and they will try to use the law to your advantage.
A TOIP “Court Report” is a digital Certificate of Participation that Road Sense provides to you, the Court of Referral and your legal representation (if you have one). The Report outlines your attendance/participation at the program and may include any comments that you have made to us about your circumstances. The Court report is issued for all TOIP referrals whether you pass, fail or fail to attend the program.
An RMS Driver Education Course Certificate (DEC Certificate) is a physical piece of paper that we provide to you (on satisfactorily completing the program) that you must present in person at an RMS or Service NSW location. Program providers (such as Road Sense) are not authorised by the RMS to present this on your behalf.
